What you need to know about the 2026 March 23 Public Hearing on Planning Matters
The City of Calgary is sharing important information about how members of the public can participate in the 2026 March 23 Public Hearing Meeting of Council, where City Council will consider a proposed amendment to Land Use Bylaw 1P2007 related to the repeal of citywide residential rezoning and the restoration of previous low density residential land use districts (C2026-0153, Bylaw 9P2026).

When: Monday, March 23, 2026 at 9:30 a.m.
Duration: Due to the large number of expected public speakers, the Public Hearing Meeting of Council will extend over multiple days.

Providing a written public submission
- Written public submissions must be provided to the City Clerk’s Office no later than 12:00 p.m. on Monday, March 16, 2026 and be in a form which can be reproduced in the written record of the Public Hearing Meeting of Council.
- Submissions received by the City Clerk after the March 16th deadline will not be accepted by the City Clerk nor provided to Council. Submissions received by the City Clerk may also be excluded from Agenda materials or distribution at the meeting if they do not meet the requirements of Procedure Bylaw 42M2025.
- Members of the public who wish to provide a written public submission can visit calgary.ca/publicsubmissions.
- In addition to the information that can be provided on the Public Submission form, two attachments of up to three megabytes each can also be attached. Instructions for providing larger files such as audio-visual files are available at calgary.ca/publichearing, under the link “Uploading your presentation file Tip Sheet.”
- Written public submissions may also be hand delivered, mailed or faxed; however, written public submissions provided by these means will not be included in the public portion of the Council Agenda.
- For information technology security reasons, no materials will be accepted via USB memory sticks or devices.
- Members of the public must refrain from disclosing the personal information of third parties, other than those that the member of the public is representing.
Registering to speak
- Members of the public who wish to speak at the Public Hearing Meeting of Council can register online at calgary.ca/publicsubmissions, or in person starting on March 23rd at the registration desk located in the Municipal Building Atrium.
- Those registered to speak will be added to a panel of speakers and given a panel number. The time that each panel will be called upon to speak to Council depends on a number of factors, including the overall number of speakers. There is no guarantee that if participants register to speak in-person that their panel will speak on the same day.
- Registered speakers are encouraged to monitor the progress of the Public Hearing Meeting of Council by watching on the live stream at calgary.ca/watchlive, by following the live agenda on calgary.ca/agenda, or by attending in person in the Municipal Building (800 Macleod Trail S.E.) in person.
- Translation services for public speakers are available and can be requested at the time of registration through Calgary.ca/publicsubmissions.
General Information
- Speakers can participate remotely or in person. To participate remotely, speakers must pre-register with the City Clerk’s Office and make arrangements for the use of a telephone. The City Clerk’s Office will email public speakers who are registered to participate remotely with instructions on how to participate remotely, including a phone number to call.
- Public speakers for the Public Hearing Meeting of Council will be grouped in panels. Each speaker will have up to five minutes to speak to Council. Once an entire panel has finished, each Member of Council will have up to seven minutes to ask questions of the entire panel, if they choose to do so.
- Written presentation materials (e.g. presentation slides) should be submitted in advance of the meeting through calgary.ca/publicsubmissions. If public speakers do not provide their written presentation materials (e.g. presentation slides) by the March 16th deadline for public submissions, they must have the consent of the Chair to submit the materials to the Corporate Record for the meeting.
- This Public Hearing Meeting of Council is expected to last multiple days. Please follow progress and panels at calgary.ca/agenda or by watching online at calgary.ca/watchlive.
- All public speakers and those entering Council Chamber will need to pass through security including a bag check and metal detector. No outside food or drinks are permitted in Council Chamber.
- Due to a large number of anticipated public speakers, admission to Council Chamber will be prioritized for individuals who are registered to speak on upcoming panels. All other access to Council Chamber will be on a first-come, first-served basis.
- Live video and seating will be available in the Municipal Building Atrium for those wishing to observe, or who are waiting to enter Council Chamber to speak to Council.
- Complimentary transit tickets are available to in-person participants who use public transit to attend the Public Hearing Meeting of Council. Please visit calgary.ca/publichearings for more information.
- Six hours of complimentary parking in Lot 36, the City Hall Parkade, is also offered to in-person Public Hearing Meeting of Council participants. Details are provided to registered public speakers. Please visit calgary.ca/publichearings for more information.
Please note that due to the number of speakers and anticipated participants, there will be a large number of people at the Municipal Building, including the adjacent plaza. Please allow extra time to arrive, whether you are participating in the Public Hearing Meeting of Council or conducting other regular City business.
The City is open for business. Front counter City services provided on the third floor will continue to be available, including those services provided by Development, Business and Building Approvals, City cashiers, Fair Entry and Tax advisory services.
